On July 31, Rena I. Steinzor Climate Policy Fellow Sophie Loeb presented testimony to the North Carolina Utilities Commission on Duke Energy Carolinas’ (DEC) electricity rate hike requests. She noted that while the hikes would affect all Duke Energy customers, low-income ratepayers and communities of color would be disproportionately impacted by the rate increases.
