Center for Progressive Reform Program Consultant and Maryland Policy Analyst Bryan Dunning testified in support of Maryland House Bill 864, which would bolster the effectiveness of the established benefits the state’s EmPOWER program has achieved.
Dunning also provided testimony on the bill to the Maryland Senate Education, Energy, and the Environment Committee on March 21.
