The Center for Progressive Reform consists of a full-time staff and 70 Member Scholars who volunteer their time to support and provide independent policy research, advocacy, congressional testimony, legal insight and analysis, and more.
Our Scholars represent dozens of colleges and universities in every region of the country. They live and work in big cities and small towns, on the coasts and in the heartland, and in about half the states — including blue, purple, and red ones.
Dr. Carlton Waterhouse is a Professor of Law at Howard University School of Law and the director of the Environmental and Climate Justice Center. He is an expert on environmental law and environmental justice, as well as reparations and redress for historic injustices. During the Biden-Harris administration, Dr. Waterhouse served as Deputy Assistant Administrator for the Office of Land and Emergency Management at the U.S. Environmental Protection Agency, where he oversaw the nation’s programs for toxic waste site remediation, community revitalization and redevelopment through contaminated site cleanup, hazardous and solid waste materials management, chemical plant safety, and emergency response to toxic spills, fires, and explosions. Recently, Dr. Waterhouse has been interviewed, quoted, and cited in outlets including The New York Times, Reuters, NBC Washington, Inside Climate News, and E&E News PM.
