On March 10, Senior Policy Analyst Bryan Dunning submitted testimony opposing HB 1561, a Maryland bill that would present a pathway to return to utility-owned rate-based generation and create perverse incentives for utilities and grid owners. These could include profiting from instances of poor grid reliability and forcing ratepayers to cover utilities’ cost overruns.
