On February 27, Member Scholar Robert Fischman submitted public comments to the U.S. Fish and Wildlife Service on its proposed Biological Integrity, Diversity, and Environmental Health rule. Fischman notes the rule, required by the Refuge Improvement Act, is a commendable, major step forward, and offers suggestions and recommendations on enforcement.
