The Center for Progressive Reform, Coalition for Sensible Safeguards, and Institute for Policy Integrity hosted a webinar exploring how the Office of Information and Regulatory Affairs’ (OIRA) new Circular A-4 Guidance can be used effectively in comments and included in final regulations. Among other issues, they discussed how new guidance on discounting — and EPA’s updated and compatible social cost of carbon valuations — can affect pending regulations. They familiarized stakeholders with these key tools for engaging in the regulatory process.
