Climate and Energy Justice in Maryland

Explore our collaborative work to advance climate and energy justice for all Maryland residents.

What We’re Doing

The Center for Progressive Reform collaborates with partners, allies, and coalitions throughout Maryland to develop, advance, and advocate for climate and energy justice policies that will benefit all Marylanders, particularly historically marginalized communities. Among other work, the Center:

  • Collaborates with Maryland Climate Partners and others to move the state forward on effective, equitable climate policies and to ensure that Maryland’s ambitious climate and emissions reductions goals don’t leave anyone behind
  • Works in partnership with Upgrade Maryland and other coalitions and allies to address energy justice issues, including ratepayer protections, clean and affordable energy technologies and strategies, and policy and funding support for energy efficiency and building electrification upgrades
  • Collaborates on regional energy supply and affordability issues, including those related to the PJM Interconnection electricity grid
  • Offers expert insights to state policymakers in the legislative and executive branches

Building Electrification in Maryland: Implementation of Zero-Emission Heating Equipment Standards for Low-Income Households

Maryland has committed to an equitable approach to achieving its climate goals while minimizing harms or costs placed on historically disadvantaged communities. One of the programs critical to achieving these goals is zero-emission heating equipment standards (ZEHES). This collaborative report with Sierra Club Maryland Chapter addresses the costs and the benefits of installing heat pumps and how to successfully and equitably deliver ZEHES to low-income households in Maryland.
