On July 31, Research Scientist Federico Holm submitted public comments to the U.S. Forest Service on a proposed rule for the agency’s Directive System. The comments oppose the proposed rule for several reasons, including that it would adversely impact how the Forest Service uses scientific knowledge and adheres to best management practices and severely constraint the ability of the public to comment and participate in the rulemaking process.
